As Knowing what you know about issues pertaining the management and development of eLearning Programs, I would ask a few questions in the process.

1.Is this unique or valuable teaching material for which there is a need or demand? I would ask this first because it’s necessary to know if an eLearning initiative is even needed.

2. Are the learning objectives clear? Secondly, management team should know what the objectives are in order to reach a desired goal.

3. Does the material result in the desired learning outcomes? The material used should be analyzed in order to eliminate irrelevant costs so that the program is cost efficient

4. What is the quality and nature of the interaction between student and learning materials? This is very important in dealing with elearning initiatives. It should be known if the program will be asynchronous or synchrounous or both.

5. What is the role of the tutor-instructor relative to the technology-based learning materials? I suggest asking this question because it will be good to know if the tutor has to purchase materials etc and if the instructor will need to issue other materials from external sources.

6.Does the student have to develop new skills or buy extra equipment or download new software to use the learning materials?

7. Are the graphics clear and well designed? This is important because some program are not easy to read and navigate and can create confusion on the students part.

8. Is the material well assembled and well structured? This is kind of a follow up to the previous question.

9. Who is in control of the program? We must know if multiple faculty will be in charge, if there will be a specific department for the initiatve, or if the program will be ran by one indiv

10. Are the learning objectives clear?

I would ask these questions in a proposal to consider as they develop a proposal for the eLearning initiative.
