This work proposes a “public option” approach as a non-intrusive alternative to the Network Neutrality regulation. Under this framework, ISPs would be allowed to provide differentiated services so as to support Quality of Services (QoS) for throughput inelastic applications, e.g. Telepresence and Video on Demand.
